As for whether or not there’s a level of power that exceeds it, that remains to be seen. Because of the power it provides him (albeit temporarily), Frieza had the strength to compete against the Universe 11 fighters. He’s used it a few times since, such as his battles with Dypso and Top in the Tournament of Power. Following his resurrection, Frieza trained for six months and managed to access a golden form that allowed him to rival Super Saiyan God Goku. Though Cooler doesn’t officially exist in Dragon Ball canon, it was proven in Dragon Ball Superthat in the show’s continuity, it is indeed possible to go beyond his race’s so-called final form. The level he reached toward the end of Cooler’s Revenge is the character’s most iconic and recognizable look, and has so far been unique to his character.
His initial appearance during Dragon Ball Z: Cooler’s Revenge appears to be the same as Frieza’s final form, but his own final form is unlike anything Frieza has been able to achieve. Despite being members of the same race, Cooler and Frieza have different transformations in the Dragon Ball franchise.
